OAuth Client ID Metadata Document (CIMD) support.

Implements ``draft-ietf-oauth-client-id-metadata-document-01``: a client
identifies itself with an ``https`` URL as its ``client_id``; the authorization
server fetches that URL to retrieve the client's metadata (the same shape as
RFC 7591 Dynamic Client Registration) and resolves it to an Application. See
``rfcs/draft-ietf-oauth-client-id-metadata-document-01.txt``.

The fetch is an outbound request to a client-controlled URL made inside the
authorization request flow, so the default fetcher is hardened against SS
